			<content:encoded><![CDATA[<p>Last week, council dealt a crushing blow to Mayor Rob Fords tireless campaign to build subways along Sheppard Avenue. The plan failed, in part, because even the mayors allies could not see a feasible funding strategy for the subway plan. Its no secret that Mayor Ford is a fan of smaller government and more private-sector involvement, and to the mayor, building transit is simple: just ask the private sector to do it. Others suspect that it may not be so easy.</p>
<p>So we asked Jane Bird, the former CEO of Canada Line Rapid Transit Inc., about the private sectors involvement in Vancouvers Canada Line&#8211;a 19-kilometre LRT line that was built there in advance of the 2010 Olympics. And if there is one thing that was clear from our discussion, its that public-private partnerships are complicated. </p>
</p>
<p>Were there concerns from the public about involving private partners in the Canada Line project?</p>
<p>I think its fair to say there was a pretty healthy debate at the time. Theres always a discussion about big transit projects. But there was a healthy discussion about whether there was a role, not so much on the construction side, because the private sectors been building transit infrastructure since the turn of the century, but whether there was a longer-term role for the private sector to operate the line. </p>
<p>At the end of the day I think most people and the elected officials approved the project because it appeared that there was value to the public sector and the taxpayers by going this way. And I think weve had significant success and its sort of proven itself to be true.</p>
<p>Because the Canada Line is a free-standing line, was it easier to bring in private sector operation?</p>
<p>Absolutely, because its not interlined [with the rest of Vancouvers transit system]. As a result, we could do a proposal to the markets that said, We want this service on this north-south line and it doesnt matter if the technology is common to the other line.</p>
<p>We werent restricted to one technology or one brand, we could have a broad competition between anybody providing technology that would get us the service requirements that we want. So we asked for a system that would be about 19 km, we wanted to get people from downtown Vancouver to Richmond in 24 minutes, we wanted a train every three minutes, we wanted it run from x-hour in the morning to x-hour at night, we wanted 16 stations, we wanted airport service. This is our recipe. And we asked the market for their best response to that requirement. </p>
<p>But you can imagine if you had a lot more restrictions on that, in terms of interlining with other technologies, that there would not have been as broad a procurement as we were able to do.</p>
<p>What can the private sector offer, besides money?</p>
<p>I think theres a real role for the business community in support of how and when were going to do infrastructure renewal, whether its transportation, or roads, or water, or sewer, or ports, anything. Because the business community has a very significant interest, as do we all, in a strong infrastructure to support the economy. </p>
<p>What can the private sector do for public transit that government cant?</p>
<p>In Canada Lines case, structuring the contract as we did enforced a discipline and a rigour of thinking about the project that I dont think government often does as well as they should. That approach to understanding what it is you want to do and what you intend to accomplish is an important conversation that we dont give as much attention in the government as we should.</p>
<p>The second thing is, the private sector can provide a level of innovation through a competitive process that sometimes government cant do. The competitive process involves companies that have worked all over the world, so theyve done rapid transit in Barcelona, or Istanbul, or Berlin. So they bring all the innovation and all the design ideas that theyve gathered working all over the world, so you get the benefit of what everybodys doing rather than what locally or provincially we think is the solution. In the case of Canada Line, there were many instances where we had anticipated solutions to a problem, and SNC-Lavalin came up with solutions that were much better, no doubt as a function of some of the work they were doing elsewhere. Because government doesnt always know the answer, so if you can create a design competition or a way to solve an engineering problem with the benefit of many minds with experience worldwide, that is a good thing.</p>
<p>And generally speaking, I think the private sector does a better job of managing risk than the government does. When the private sector takes a risk, they almost have to do a better job of understanding what that risk is, the likelihood of it occurring, and the cost if it were to occur. Government doesnt do as good a job of that, historically. Because when things go wrong in government, usually the consequences are spread among thousands if not millions of taxpayers. So the consequences of mismanaging a risk for government are smaller than for the private sector, generally speaking.</p>
<p>So when you involve the private sector, you have to figure out what the risks are in a project and then figure out whether the government or the private sector is better able to manage it. In most cases, its better to transfer the risk to the private sector and pay a little to do that. Not all risks. If you look at Canada Line, environmental permitting risks were something that the government ended up keeping. So the consequences of not getting a permit would be on government. The cost of acquiring property for the line was a risk that we kept. But virtually all the rest of the risk, whether it be schedule risk, or ground condition risk, or overall construction or material cost risk, we transferred that to the private sector.</p>
<p>[Private sector involvement] secured more certainty for the project. The fact that the Canada Line was delivered early and under budget was in part due to the fact that the private sector was managing that risk.</p>
<p>Also, in our case, effectively the same company that designed and built the line is the same one that had to maintain and operate it for 30 years. So I think theres a symmetry to that. It creates a commercial incentive to design and build something well if you have to bear the cost of operating and maintaining it over time. I think that is a benefit for government, because its a question of looking at the whole cost of the line for 30 years. If the private sector has to bear the cost of maintaining it, whether its cleaning the tiles or maintaining the trains, theyre more likely to invest up front in a quality product.</p>
<p>Were you generally in favour of public-private partnerships before the Canada Line project?</p>
<p>I think Ive always felt that there is a place for the government and the private sector in most things. Each does certain things well. The art is to figure out where the governments role should be and stop and where the private sectors role should be and stop. </p>
<p>I think some of the confusion that arises, is that its not as easy as one-size-fits-all. What does it mean, public-private partnerships? It could mean anything. But it has the potential to work well if the government owners ask, Is there a role, and what role would best suit the project that were trying to build or the objectives that we have? Rather than start from a preconception that private sectors going to be involved.</p>
<p>Where do you see room for the private sector to get involved in Torontos transit system?</p>
<p>It would certainly be worthwhile to look and see if the transit projects that are currently under discussion would benefit from private sector participation. I think that would be a worthy piece of work to do. And then if one concluded there was a role, then define exactly what that role would be. Is it designing and building the line? Is it just financing the line, and what would that look like?  What that role might be and what it might look like for that project, because its a project by project thing, I couldnt comment, because its a pretty detailed piece of work.</p>

	For years, Enid Animal Control officials have been looking for a way to adopt dogs left in their custody. Now, they may have found a solution.</p>
<p>	The department is working with the Society for the Prevention of Cruelty to Animals to form a foster pet program that allows residents to keep a dog in their home until it is adopted.</p>
<p>	Nicole Winfield, a shelter volunteer, said applicants fill out a form asking the name of the individuals current veterinarian and references, along with some other questions.</p>
<p>	With the assistance of Animal Control and the SPCA, applicants select a dog they believe would fit well in their home. Then, Winfield does a home inspection, determining whether the home is safe for the dog.</p>
<p>	Its up to them whether they allow people in their home to see the dog, or if they meet people at the SPCA, Winfield said. We had one foster parent who adopted the dog.</p>
<p>	Applicants are slow in coming, and Winfield said she thinks many people do not like the idea of the home inspection, even though SPCA will spay and neuter the dogs and provide any needed medical care.</p>
<p>	The organization advertises the dog on its website, and Animal Control displays its photos on the Adopt A Pet Facebook page.</p>
<p>	SPCA and Animal Control determine which animals are the most adoptable. Puppies usually are not placed in the system because of the danger of parvo, a contagious canine disease; Winfield said the dogs usually are about a year old, and are approved by both Animal Control and SPCA. The foster dogs belong to Animal Control, but are adopted through SPCA.</p>
<p>	Animal Control was looking for a way to reduce the number of dogs being put down, she said.</p>
<p>	The program started with Winfield talking with former SPCA veterinarian technician Katie Harris about starting some type of adoption program.</p>
<p>	They once had a foster program, but it didnt work out, and we tried to work out a better one, Winfield said.</p>
<p>	The two work with Rachel Hancock, an intern with Animal Control who operates the Adopt A Pet Facebook page. Hancock, a photographer, takes pictures of the dogs as soon as they come into the facility and posts them to the social networking site.</p>
<p>	For the dogs to be adopted, they must be in the facility five days so the owner has the opportunity to reclaim them. Often, owners cannot afford to pay the fine and other costs to get the dog, or they simply do not respond when notified.</p>
<p>	Winfield said Animal Control and SPCA are looking for those who want to become a foster owner. Winfield, who has volunteered, said she has never kept a dog more than three weeks, and some for less than a week.</p>
<p>	Hancock discovered the Animal Control shelter while looking for a lost cat. She did not find her cat, but did see several animals in need of adoption. She started volunteering at the city shelter and taking photos of dogs, and began the Adopt A Pet page about six months ago.</p>
<p>	Most of the animals that come in are abandoned, and some get claimed, Hancock said.</p>
<p>	There are 44 pens at the shelter, and most of the time there are two dogs to a pen. Hancock said the change in animals after they are adopted is dramatic.</p>
<p>	You can tell the change in a dog after it is adopted, she said. They have a light in their eyes they didnt have before. I fell in love with a dog, and when my husband came to meet her, you could tell she needed someone.</p>
<p>	We took her home, and her personality just came alive &#8230; she was so happy to have someone to show her attention.</p>
<p>	Hancock said there is a risk in adopting a dog from the animal shelter, because their background is unknown. Even though there is a risk, she said, the available dogs are outstanding.</p>
<p>	Hancock said bigger dogs have a more difficult time than small ones: The pens are barely large enough to lie down in, and the dogs have no room to run around and must remain in the cramped cages. However, she said almost all the dogs are housebroken.</p>
<p>	There was a boxer in there a could of weeks ago and he was so sad, he just laid there, Hancock said. Someone came to adopt him, and the dog ran in circles, he was so excited. He kissed everyone who came in the door. You know they are going to be such good pets.</p>
<p>	Anyone interested in the foster pet program may contact Enid SPCA and fill out an application. Following approval, applicants can go to the shelter and see what type of dog is available for adoption.</p>
<p>	For foster parents, there is no charge  they need only provide food and shelter for the dog. When the dog is adopted, the new owner pays SPCAs usual costs.</p></p>

This morning, All Things D&#8217;s Kara Swisher &#8212; whose stories about Yahoo&#8217;s crisis over the widely-circulated but false statement that its new CEO Scott Thompson earned a degree in computer science have made for compelling reading &#8212; reported that Thompson was stepping down. Yahoo has now confirmed it. The company has named veteran Internet executive Ross Levinsohn as interim CEO and said it&#8217;s allowing dissident stockholder Dan Loeb and two of his associates onto its board.</p>
<p>The whole saga began back on May 3rd when Loeb sent a letter to Yahoo disclosing the questionable status of Thompson&#8217;s computer-science degree, which was mentioned in his official Yahoo biography and had been listed in SEC filings.</p>

<p>If you&#8217;re fond of Yahoo and rooting for it to reverse its fortunes &#8212; as I am &#8212; it&#8217;s a relief to see Thompson go. The once-mighty web company has suffered from a bizarre string of humiliating episodes dating back at least to February of 2008, when it failed to agree to Microsoft&#8217;s extremely generous, never-to-be-equaled takeover bid. If it had allowed Thompson to stay in place, it couldn&#8217;t have moved past the current disaster. And even if Thompson&#8217;s claim that he didn&#8217;t insert the bogus credential into his biography is true, the notion that he never noticed it over the course of more than a decade strains credulity to the breaking point.</p>
<p>Among other things, the Thompson disaster is a reminder that media companies such as Yahoo are often truly incompetent when it comes to something they should theoretically know better than anybody: dealing with the media in times of crisis.</p>
<p>When Loeb first accused Thompson of fudging his rÃsumÃ, Yahoo blithely issued a statement which said that the false computer-science degree was an inadvertent error &#8212; like there&#8217;s any other kind? &#8212; and praised Thompson&#8217;s background and leadership. At that point, shortly after Loeb lobbed his bombshell, there&#8217;s no way that anyone at Yahoo other than Thompson could have known what was going on; the company should have declined comment other than to say it was looking into the matter and would report back later.</p>
<p>It then let Thompson send two inevitably-leaked memos to Yahoo employees in which he gave a classic non-apology and told them not to pay attention to the mess; both of the missives made Thompson and Yahoo look worse than they would have if he had said nothing at all. And then Thompson&#8217;s explanation &#8212; hey, it was somebody else&#8217;s fault! &#8212; was leaked, spurring Yahoo&#8217;s headhunter to release an angry rebuttal.</p>

<p>The moment that I read Kara&#8217;s first story on all this, I figured out that Thompson was toast. I was wrong only in thinking that the endgame would come within a few days rather than a week and a half later:</p>

<p>(Apothekered is a reference to HP, the other big tech company that has a knack for being embarrassed, repeatedly, by its CEO choices.)</p>
<p>I&#8217;m not dredging up my tweet because I think I was prescient; I&#8217;m doing so because it was immediately, painfully obvious to a poorly-informed outsider like myself that he&#8217;d be forced to depart. Being inside Yahoo didn&#8217;t help clarify the situation. It apparently made it impossible to understand what was going on. (At least if you were near the top &#8212; I&#8217;ll bet the rank-and-file Yahoos instinctively understood what the outcome would be.)</p>
<p>If Yahoo had quietly and quickly assessed the circumstances, communicated with the outside world sparingly but clearly, and then booted Thompson out, it would have gotten praise for making the best of a truly dismal situation. Instead, I suspect, the phrase inadvertent error will remain a stinging in-joke in Silicon Valley for a long time to come.</p>

<p>As many as 13% of motorists have been &#8220;driving on empty&#8221; in the last three months as fuel prices have soared, a survey has shown.</p>
<p>It is younger motorists who are the ones mostly driving with the petrol warning light flashing, the poll by breakdown service Green Flag revealed.</p>
<p>A total of 25% of 18 to 34-year-olds have been driving on empty in recent weeks, while 4% of all motorists have completely run out of fuel in the last 12 months, according to the survey.</p>
<p>Based on responses from 2,014 adults, the poll also showed that 13% have set out on a journey feeling nervous about running out of fuel.</p>
<p>The survey also indicated that Britons are spending an average of £27.20 a week on fuel, with expenditure the highest in Northern Ireland (£32.78) and the lowest in Yorkshire &#038; Humberside (£24.56).</p>
<p>The two areas where motorists are driving on empty the most are North East England and Wales, followed by the East Midlands and the West Midlands.</p>
<p>Green Flag spokeswoman Miranda Schunke said: &#8220;These &#8216;vapour trailers&#8217; running on empty pose a serious threat to themselves and other motorists. Running out of fuel on a busy road increases the risk of being hit by other motorists and those who have run dry awaiting assistance by the side of the road are also leaving themselves unnecessarily vulnerable.</p>
<p>&#8220;Rising fuel prices and the general costs of living are contributing to motorists understandably changing their driving habits but we urge everyone to think about their petrol consumption for their own safety and other road users.&#8221;</p>

			<content:encoded><![CDATA[<p>Steve and Linda Richards 100-acre property is dedicated to their family.</p>
<p>You know we dont have any kids. She (my wife) was a deputy humane agent when I met her. Thats what I married, Steve said.</p>
<p>The animals on the Richards farm are more than pets, they are family, ONNs Cristin Severence reported. </p>
<p>Now, scattered throughout the property are little reminders that two of their pets are gone.</p>
<p>A big empty feeling, I had dogs my whole life, Linda said.</p>
<p>Linda said that her two dogs were playing outside Sunday. There was Bugle, a beagle puppy that she rescued four months ago.</p>
<p>Hed come running, his tail would be wagging so hard his whole butt would shake, Linda said.</p>
<p>Linda also had a 4-year-old Saint Bernard mix named Violet.</p>
<p>She was the most friendly dog in the world. She was so happy to get a little brother, the beagle when it showed up, Linda said.</p>
<p>The beagle chewed through Violets collar Sunday and the two dogs started playing and running on the large property. </p>
<p>Theyve always come back, they never even gone off the property, Linda said.</p>
<p>After looking for them for hours, Richards called the sheriffs office about her two missing dogs.</p>
<p>And they said two were shot, Linda said.</p>
<p>The Richards went to identify her pets and ran into a witness.</p>
<p>The witness said that the dogs made it to a yard two miles away. The friendly pair started walking along the road when a man came out of his home with a gun and got into his car.</p>
<p>The witness told deputies than man drove a short distance to where the dogs were walking.</p>
<p>She heard shots and yelping, shots and yelping then she saw him go back in his driveway, Linda said.</p>
<p>Deputies investigated, and Walter Pace was charged Thursday.</p>
<p>The Richards said that they didnt know the man and their dogs were never on his property.</p>
<p>We dont know what to do. We dont know how to feel. Nothing seems right, Steve said. </p>
<p>Walter Pace did not return calls to ONN for a comment.</p>
<p>Pace scheduled to be in court April 26 facing animal cruelty charges.</p>

			<content:encoded><![CDATA[<p>On a recent trip to South America, each night that my family sat down to dinner in a restaurant, the waiter immediately handed my husband the wine list. But honestly, we dont need to leave the country to experience the bias that immediately directs a waiter to the man at the table to make the alcohol buying decisions. </p>
<p>I happen to be the wine buyer in our family. I do the research, read up on wines in magazines like Food  Wine and the Wine Spectator and hope my husband will like my choices. He usually does. </p>
<p>Now it turns out that alcohol producers and entrepreneurs have finally come to the realization that women are taking control of what alcohol is consumed &#8212; both at home and at restaurants. As a result, they are finally trying to deliver what they think women want.</p>
<p>According to a recent article in the Chicago Tribune, women are closing the drinking gap, consuming more alcohol at restaurants and making most of the purchasing decisions for home.</p>
<p>Statistics show that women have been ordering more drinks. The Chicago Tribune piece stated that alcohol servings in restaurants to women increased by 9 percent in 2009, and 3 percent in 2010, according to NPD Group, a market research firm, while servings to men decreased 4 percent in 2009 and 6 percent in 2010. Men still consumed about 10 percent more.</p>
<p>Last March, Deerfield-based Beam Global Spirits  Wine, a unit of Fortune Brands, announced that it acquired Skinnygirl Margarita, a low-calorie, ready-to-drink cocktail sweetened with agave syrup.</p>
<p>Women tend to be smarter customers in general, Michael Binstein, owner of Binnys Beverage Depot, an Illinois based liquor store with several locations, told the LA Times. They understand value, and theyre adventurous in terms of what they like to try and experiment with.</p>
<p>Adult Chocolate Milk &#8212; a sweet, vodka-infused drink and another fast-selling product, according to Binstein, is developed by Tracy Reinhardt and Nikki Halbur in a home kitchen and sold in 28 states.</p>
<p>The fact of the matter is that women in this country constitute the majority of vodka consumers, and theyve been ignored, Adam Kamenstein, chief executive of privately-held Voli Spirits LLC (which a year ago rolled out Voli Light vodkas with the tagline stay sexy) told the LA Times.</p>
<p>So, next time you find yourself out to dinner and the waiter hands your man the wine list, show him whos really boss. </p>

			<content:encoded><![CDATA[<p>In this series, we look through the most recent Dividend Channel &#8220;DividendRank&#8221; report, and then we cherry pick only those companies that have experienced insider buying within the past six months. The officers and directors of a company tend to have a unique insider&#8217;s view of the business, and presumably the only reason an insider would choose to take their hard-earned cash and use it to buy stock in the open market, is that they expect to make money &#8212; maybe they find the stock very undervalued, or maybe they see exciting progress within the company, or maybe both. So when stocks turn up that see insider buying, and are also top ranked, investors are wise to take notice. One such company is Greenhill amp; Company Incorporated (NYSE: GHL), which saw buying by Director John C. Danforth.</p>

<p>Back on November 17, Danforth invested $193,776.48 into 5,150 shares of GHL, for a cost per share of $37.63. In trading on Thursday, shares were changing hands as low as $39.02 per share, which is 3.7% above Danforth&#8217;s purchase price. It should be noted that Danforth has collected $0.90/share in dividends since the time of their purchase, so they are currently up 6.1% on their purchase from a total return basis. Greenhill amp; Company Incorporated shares are currently trading +4.44% on the day. The chart below shows the one year performance of GHL shares, versus its 200 day moving average:</p>

<p>Looking at the chart above, GHL&#8217;s low point in its 52 week range is $26.38 per share, with $62.12 as the 52 week high point &#8212; that compares with a last trade of $40.01.
